Team notes:
- INFRA-67: This is a cross-functional blocker, not an engineering failure. DevOps access was promised in Sprint 21. PM escalation to VP Eng required before Sprint 24 planning.
- PERF-118: Original estimate of 13 pts was wrong. The investigation revealed 3 separate bottlenecks (DB query plan, N+1 in the API layer, missing cache headers). Should be split: PERF-118a spike (3 pts) + PERF-118b implementation (8 pts).
- DOCS-34: Recurring miss. Needs to be added to Definition of Done so it ships with the feature, not as a separate ticket.
- Velocity this sprint: 21 pts delivered vs 28 pts average over last 4 sprints. Delta: -25%. Primary drivers: INFRA-67 carry + PERF-118 underestimate.
